If you live in a regional Australian town and need an Auslan interpreter — for a medical appointment, a Centrelink visit, a school meeting — you've probably already felt the gap this story is about. For decades, getting an interpreter outside a capital city has often meant long waits, cancelled bookings, or simply going without. That's now changing fast, as government agencies and private providers roll out video-based and AI-assisted interpreting that can connect a deaf or hard-of-hearing person to an interpreter within minutes rather than weeks. That's a genuine, overdue improvement in access. But it's arriving at a cost that hasn't been widely reported: the small number of interpreters who actually lived and worked in these regional communities say the same technology solving the access problem is now taking away their work — and with it, the very local presence that made regional interpreting possible in the first place. Understanding both sides of this trade-off matters whether you're a service provider deciding how to meet accessibility obligations, a deaf Australian relying on this access, or an interpreter watching your profession change shape in real time.


What's Actually Happening

Reporting from ABC News this month describes the situation directly playing out in regional Victoria, where a shortage of Auslan interpreters has long made access difficult for the deaf and hearing-impaired community. Virtual interpreting services, apps, and AI tools are increasingly being used to close that gap. One interpreter who had been among the few registered Auslan interpreters working in regional Victoria, Cindy Murray, said she quit earlier this year — not because demand for in-person interpreting had disappeared, but because agencies had become unwilling to cover her travel costs and were increasingly prioritising virtual interpreters over in-person ones, even when in-person support was what deaf clients had actually requested. She described a pattern where agencies would tell her there were no jobs available in regional areas, while simultaneously telling deaf clients who tried to book an interpreter that none was available in person — then offering a virtual interpreter or live captioning instead.

That distinction between "virtual interpreter" and "live captioning" matters more than it might seem. Live captioning is AI software that transcribes spoken conversation into text in real time — useful for following what's being said, but it doesn't translate a deaf person's Auslan responses back into spoken language. For someone whose first or preferred language is Auslan, captioning alone isn't equivalent to two-way interpretation; it solves only half the conversation.


At the same time, the shift toward on-demand virtual interpreting isn't isolated to this one region. Services Australia rolled out an "Auslan On-Demand" service across its network, allowing Centrelink and Medicare customers who are deaf or hard of hearing to connect with an interpreter via video within 30 minutes, without needing to book in advance — a significant change from the previous system, which required pre-booked appointments that could delay access to payments and services. Over 16,000 people communicate using Auslan in Australia, and Services Australia alone provided interpreter services roughly 917 times over a recent 12-month period.


The Two Real Problems This Technology Is Solving — and the One It Isn't

It's worth separating what's genuinely improving from what's being papered over.

Problem it solves well: geographic scarcity. Auslan interpreters are a small, specialised, NAATI-qualified workforce concentrated heavily in capital cities. A regional town might have zero locally based interpreters and rely entirely on someone driving in from hours away, if one is available at all. Video-based interpreting removes the geography constraint entirely — a qualified interpreter based in Melbourne or Sydney can serve a client in a remote town instantly.


Problem it solves well: response time. The old model — book an interpreter days or weeks in advance — doesn't work for urgent needs: a medical appointment, an emergency service interaction, an unplanned meeting. On-demand video access collapses that wait from weeks to minutes.


Problem it does not solve: the underlying interpreter shortage itself. Faster access to interpreters via video doesn't create more qualified interpreters — it reallocates the existing supply more efficiently, often toward whichever agency or platform can offer the fastest video connection, regardless of whether that agency employs anyone locally. This is precisely the tension interpreters like Cindy Murray are describing: it's not that virtual interpreting is inherently worse, it's that agencies are using its convenience to justify no longer maintaining a local, in-person workforce at all — even in situations where in-person interpreting is genuinely the better fit (young children, medical procedures, situations involving trauma or trust-building, or clients who are Deafblind and need tactile signing that video cannot provide).

An Implementation Consideration for Organisations Making This Choice

Any organisation with accessibility obligations — a hospital, a local council, a school, a private business — now faces a decision that's easy to get wrong in either direction: defaulting entirely to virtual interpreting for cost and speed, or refusing to adopt it out of caution and leaving regional clients without timely access at all.

A more defensible approach treats VRI and AI captioning as additions to a local interpreting relationship, not replacements for one:

  • Reserve in-person interpreting for higher-stakes situations — medical diagnoses, legal proceedings, situations involving children, or any context a deaf client specifically requests in-person support for.

  • Use video interpreting for routine, time-sensitive interactions where speed matters more than in-person presence — exactly the use case Services Australia's on-demand model targets.

  • Never substitute live captioning where genuine two-way Auslan interpretation is needed — captioning helps a deaf person follow what's said, but doesn't let them respond in their own language; treating the two as interchangeable, as some agencies reportedly have, effectively downgrades the service while appearing to offer an accessible alternative.

  • Where a regional area has an existing local interpreter, structure contracts to retain that relationship rather than defaulting new bookings to whichever platform is cheapest per session — the existing reporting suggests this is exactly where agencies are cutting corners, prioritising virtual options even when clients ask for in-person support and an interpreter is available.


The Compliance Dimension Most Coverage Misses

For organisations, this isn't purely a customer-service or cost question — it intersects directly with accessibility compliance obligations under Australian disability discrimination law, which requires reasonable accommodation, not merely the cheapest technically-compliant option. An agency that technically "provides an interpreter" via a captioning tool that doesn't support two-way Auslan communication may not actually be meeting a genuine reasonable-accommodation standard, even if it satisfies a checkbox on paper. Organisations building accessibility policy around this shift should be documenting not just that an interpreting option was offered, but whether it matched the actual communication need — a distinction regulators and disability advocates are likely to scrutinise more closely as this technology becomes the default rather than the exception.


What This Means for the Interpreting Profession

The concern interpreters are raising isn't simply "new technology is replacing us" — Auslan interpreting has used video and phone-based remote interpreting for years without displacing the workforce this abruptly. What's different now is the combination of AI-assisted tools lowering the cost of virtual options further, and agencies treating that lower cost as a reason to stop maintaining regional in-person capacity altogether, rather than as one option among several. If that pattern continues, the long-term risk is a regional interpreting workforce that shrinks to the point where in-person interpreting — genuinely necessary in some situations — simply isn't available anywhere outside major cities anymore, at which point video interpreting stops being a choice and becomes the only option left, regardless of whether it's the right fit for a given situation.


Where This Is Headed

The honest read here isn't "AI is bad for accessibility" or "virtual interpreting is a scam" — the access gains for people who previously had no realistic way to get an interpreter in a reasonable timeframe are real and significant. But the current rollout appears to be optimising for cost and speed metrics that don't capture whether communication needs are actually being met, and it's happening fast enough that the regional interpreter workforce may not survive the transition in a form that can still show up when video genuinely isn't the right tool. The organisations adopting this technology thoughtfully — treating it as one tool among several rather than a wholesale replacement — are likely to end up with both better accessibility outcomes and a more sustainable interpreting workforce than those chasing the cheapest per-session option.
